我的理解是连着三个BY短语，都是修饰DISTRIBUTE,BY通常都表示用什么样的方式，这里是表示通过三种不同的途径来进行分发.所以我认为最简单易懂的就是we distribute some goods by,by,by，但是肯定不是定语从句，只能算是三个并列的定语名词some goods we distribute by merit,other we distribute by need,still others we distribute by chance.中间的修饰语都给省掉了.。

总的来说呢，句子翻译得都挺好的，但是你是觉得总是用“can”表达“能”过于单调是吧，那你可以试一试“be able to”它和“can”都有“能做某事”的意思，再者，由“be able to”可以引出“have the ability to do sth.”其实，最常用的就是can、able这两个词来表示能力。
比如，你可以把你的第二个句子改成：I am able to speak English fluently.
第四个句子稍微有一点问题
1、instruction加“s”才能表示说明书，而instruction本身表示命令、指示，应该换成instructions
2、by dictionary 这种表达不太好，我们可以换成with the help of a dictionary 这种表述就比较地道一点；或者你说referring to a dictionary 也不错的。但其实你和外国人讲by dictionary人家也能听明白~

最后呢，虽然我是高中生，但是我也总结出来一些心得；分享给你~我觉得学习英语分两块：
1、基础能力：你要是想从根本上提升句子的准确性，学习语法就尤为关键，这一点上，我推荐你买一本新概念、如果说你要去外企，那当然四本书都学完是最好的，专业词汇积累很重要。但其实如果只是简单的日常生活交流，像上边的简单句，学到第二册足矣。
2、应用能力：这个东西不是一蹴而就的，你唯一能做的就是多用英语，古人说：熟能生巧；我的建议就是：看美剧！或者美国电影，听BBC 久而久之语感就出来了，而其实语感这个东西是最重要的。

好多年。
must就是必须，最强烈的表达，例如学校的规章制度之类的.
have to 是不得不，没有办法，不情愿但还是要做的事情
be sure就是肯定
I am sure he will come.

You have to learn English.
You will like her.（很多时候一定并不是要翻译成以上几种的，像这里will就能表达"一定"了）（不过must在这里还是可以用的，像你说的，you must like her，没有什么大的不妥当.）
其实不是"一定是一定要"之类的问题了，没有那么微妙的东西的.你迷惑的其实就是"一定没有""一定不"的翻译怎么翻.一般来讲，一定不应该翻译为can't be.但是像你那样，在完成时态下，怎么用都不自然了.
你那样卡的确不好，也不能那么翻.（这里硬用must其实是因为中文思维）
1.oh,I bet you haven't tasted this yet.
You haven't had this yet, of course.
oh, you surely haven't had this yet.
2.I am pretty sure you didn't turn up for school yesterday!
（注：这里用完成时态不恰当）
You definitely didn't go to school.
3.He just hasn't come yet,don't worry.
oh,he must be on his way, there's no need to worry.（这里是稍微变化了一下意思，很自然地把must用进去了）
He just can't be here right now.don't worry.
总结，一旦碰到你的情况，就是要在否定的情况下表示一定的意思，有3种方法：
一.用副词来表示（surely,definitely）.
二.用"我肯定"来表示（I bet我打赌I am sure我确定I believe我相信）.
三.巧妙地转化句子，例子看3里的那句.
（四）或者，不用加东西，直接把否定的东西说出来，也有肯定的意思，这个具体看语境.
